Can't Update To Server Version 3.2.60.0

Hi, I cannot update the broswer based server from Version 3.2.36.0 to V3.2.60.0. It just stays on the a blank screen saying "Restarting Emby Server Please wait while Emby Server shuts down and restarts. This may take a minute or two." When I manually start the server via the desktop icon its still the same version in the browser.

Have you reinstalled via download page as you are still on framework version and not net core?
