Ignoring sub folders for photos

I have my photos setup as Travel Photos\2017-Namibia and then within the folder I have the jpgs in the main folder and the raw images in a subfolder called Raw Images.  In the folder Raw Images I have the ignore text file.  I thought this would only ignore the Raw Image folder but it seems to also cause Emby to Ignore the parent folder above.  Is this how it should behave?

 

Edit: Nevermind, the rescan didn't complete so the folders weren't show up. It's now complete and the main folders show up.
