"Server isn't running"

It keeps failing to start and saying "Server isn't running."  But the server is running.  That's all I can say.  But it just started working.  I have no idea why, for a while it wouldn't work.  Also, it often lags a huge amount, so much that I can't possibly watch anything.  But for some files it seems to work much better than for others.  It doesn't seem to be related to size, though.  In fact, if anything it seems smaller files work worse.  Sometimes it works perfectly, and I can't tell why.
