Windows 10 blocks Emby Server installer

I'm trying to re-install the Emby Server to get updated on ffmpeg, and Windows 10 is giving a security warning and preventing its installation. I've never seen this before with any app including Emby Theater and Emby Server. I don't know what to do: I don't know how to override this. I don't know if I should override it.

Emby Theater installer still works.

(I don't know if this is a Windows 10 configuration error on my part or something with Emby Server, or Windows 10 Fall Creators Update plus Emby Server. I haven't installed Server manually since before I installed the Win10 FCU. But I've not seen this error and I've re-installed a bunch of third-party software since upgrading to Win10 FCU.)

When I have seen this I believe it was related to SmartScreen.
