Can I let users on the same server share playlists and collections?

Is there a way that I can share/sync playlists, collections, and other user created information between users on the same server?

 

For example, if Admin creates a Christmas Music playlist, is there a way Not-Admin can see and use it?

 

Another example, Not-Admin creates a Star Wars Collection. Is there a way for Admin to see and use it?

 

Ideally, I'd like changes to the playlist or collection to propagate between users automatically.

 

I haven't seen anything in the UI that looks like this is possible. And the few topics on this forum that sounded similar did not answer my question. Nor did I see anything on the Wiki.
