Media deletion by library instead of by user

Is there a way to enable deletion by library instead of by user?   I have a few libraries that I do not want a user to be able to delete from, but there are other libraries that I want to be able to have a user delete from.  For example shows recorded with Emby DVR or SiliconDust DVR, I want the user to be able to delete.  

 

I have set permissions on the actual folders I don't want to have deleted, but I'm not user which Windows "User Account" Emby uses, when "Tray Icon" method is used.

 

Currently Emby is being used either thru the Android app or thru Windows Media Center on XB360
