New amazon fire tv

Considering pre-ordering the new fire tv. My question is will the emby app need an update before it can take advantage of the new hardware, if so I might wait before buying.

No, the same version will work, but if there are new features in the hardware then you might have to wait for an app update to take advantage of them.
