Issue with transcoding AC3 to AAC

I am having trouble with AAC audio on my soundbar (Vizio SB4051-C0) when I use the connected Chromecast to view live TV. It sounds like I'm only getting the left/right data from the original 5.1 AC3 content, so if I'm watching the news or some other show where most of the content is dialogue played through the center channel, I can hear very little or nothing at all. My receiver can play the 5.1 AAC audio just fine, however.

I initially thought this was a problem on my end, but I found a similar thread for the Fire TV which describes my problem. Is there a setting I can change to force stereo AAC for devices that can't (or won't) handle it?

This issue is occurring on a ChromeCast and not an Android TV device, correct?
