No placeholder tiles (the colored ones) in Home Video or Photo views

When going into a Home Video or Photo library directly, there's no colored placeholder tiles, which disrupts the whole grid. To make it more interesting, if you go into one of those library types from the Folder view, it works fine. I saw this on the windows 10 app, the theatre web app, but wasn't able to install the desktop app to test.
