No public users- what does this mean?

I just installed Emby Server and Emby for WMC on Win 7 64. I set my user to admin true in policy.xml but I'm getting the error. "Please select a user profile....no public users found" when I open Emby for WMC.

 

I can open Emby server under my username. Any idea what's wrong?

You must have set all your users to be hidden from login screens.
