Do note that, Windows is kind of a resource hog. Quad core 1.44 GHz base clock (http://ark.intel.com/products/93361?ui=BIG) and 2 GB of RAM is slim. Have you check out the Asus Tinker Board? It's a quad core ARM V8 up to 1.8 GHz with 2GB of ram for $60. The nice part about the tinker board is that there are already vendors with CPU heatsinks and fans (which you will likely need if you hit it hard).

Have you considered running ET on Linux? You could reduce resource requirements by going to Linux, removing the GUI, and set it up to load directly to ET.

Which version of Theater? Desktop or store? I imagine the store version will be fine, as it uses Windows media foundation. Desktop will probably/might be ok, when only using mpv, no scalers, no HWA. Also note that the desktop version utilizes a lot of chromium HWA for the UI. So it may eat your resources.

So I am in the process of getting ET back on my RPI3. I had it running headless with Kodi running at startup. Now that I have live TV going through Emby server and have resolved 3 of my 4 problems. I want to repurpose the RPI 3 as another live tv streamer in my master bedroom.

I have only had live tv going for about a week now, and have worked through most of the problems I have had

Heavy CPU utilization - fixed

Heavy RAM utilization (started after the above was resolved) - 90% fixed

Stuttering on living room pc - fixed

Delayed/slow/laggy responsiveness in guide. - in progress.

by reading through the logs and doing some google research. Last week, I was working on resolving some stuttering I had in ET desktop on my older HTPC in my living room (mini PC running windows 10 pro) and found that ET desktop has options for RPI hardware acceleration. I am going to pick up the CODECs from the RPI foundation for this little guy and see what kind of trouble I can cause.

My plan after that is to look at a tinker board as it has a better ARM CPU, a better GPU, and 2x the RAM.

If you're using desktop, have you discovered that mpv supports RPi HWA?

I say without a doubt, that theater theme we're working on looks amaaaaazing so far on the big screen.

Is there a difference between the windows store version of the theater and the one from the download link at emby.media?

The store app uses the windows media foundation. The app from the site uses mpv and MadVR. They are very different.
