Rebooting my raspberry pi 3 lately leads to the emby server not being able to start properly. Luke had advised before that its a simple matter of the ports being in use and to reboot. Going on this information i inserted the following command in my /boot/config.txt boot_delay=1 Thus far for me this has helped a lot. I am not sure why it seems like rebooting hasnt released the ports but giving the pi this extra second has helped in my case.
