On the screen where you select a server, choose "Add Server" instead.

There is still no local address on the dashboard to add to the new server

This means the server might be unable to detect your local ip address. This is not a problem if you happen to know the Ip Address, which it sounds like you don't. Can you please provide the emby server log? You can learn how to do that here:

I have just added a binding address but it still won't connect, it's like the server isn't on but it's connected to my web browser.

But can you post the logs? We can't see what the problem is without the logs...

Still not sure why my server isn't up I reinstalled the whole server twice, bonded the remote access and still not up

Can you access it from a web browser on the same machine using the address "localhost:8096"?

Same machine yes, different machine no.

On local machine it's showing an ipv6 address though
