Is it currently only for setting up recordings and viewing already recorded shows? I don't see the option to view live TV as it is airing unless I am not seeing it.

There currently is Live TV support for the Windows Phone app. Unless you mean for the Windows 8.1 modern app which does not have Live TV support yet.

As mentioned, the Windows Phone app already supports Live TV (in the WP8 version). As for the Spanish translations, if you could PM me your email address, I'll send you an invite so you can start to look at that.
