Low quality on web client

Playback quality is at the max, 720p 10mbps. I do not have this issue when streaming to my roku.

Often when the transcode first starts or right after a seek you might see something like that, but within a few seconds it will generally recover and get back to normal.

Is there a reason bitrate is so low (-maxrate 1700692) if playback is set to 720p 10mbps?

That's the source bitrate, so we limit by that as well.
