Overscan Padding question

Hi all - when I use MediaBrowser on my Xbox extender, I see the infamous blue borders (I don't get this on the PC acting as a server for some reason). Anyway, my understanding is to use "OverScanPadding" to eliminate the borders. My question is if this affects the actual TV, movie, etc. playback at all or does it simply impact the MediaBrowser screens.
