Unable to change settings in v2.8.40

After uninstalling and re-installing ET I find that I'm unable to make any settings changes stick. Either the setting doesn't change at all or it goes blank and cannot be reset. I haven't tried every setting but all the ones I did try exhibit this behavior. This is apparent on two different machines

Same problem except using server 3.2.90. Two machines, trying to change video settings to madvr. No response the settings stay on Auto. The video settings and the display settings are the only settings I have tried and neither with change from auto to the setting I choose.

Having the exact same problem. Not possible to save changed settings.
