Live TV Freezes- XBOX AP

I recently added a NVIDIA GEFORCE GT 730 to my server that has an i5-2500k @ 3.3 GHz, 16 Gigs of Ram.  I added it because trans coding has always been a bit hit or miss and my 2nd Gen I5 won't work with quicksync and emby on Windows 10.  So the card installed fine, I setup NVENC under hardware transcoding.  The Xbox Theater app opens the live TV Fine but either completely freezes or stutters shortly into it.  Emby Dashboard reports it still transcoding, ffmpeg is the top user of CPU (at 12%ish out of 20%used), and nothing is being taxed on the system.  Hoping someone can point me in the right direction.  I thought maybe adding this graphics card would keep me from needing a new computer but I guess maybe that's the next step?  Ultimately I am trying to get Xbox one's to serve the roles Xbox 360's used to.

Restarting the Xbox One alleviated most of the issue. I may have to consider changing the power from instant on to full shutdown I'm thinking.
