Selection indicator keeps appearing

I am not sure what is called but now on my ipad i keep getting this annoying green selection i dont know what it is for but figured it out. I didnt notice this before now every card or thumbnail my finger barely goes over i get the selection.

Yes, I can barely scroll without it coming up constantly. Maybe add a larger delay before it comes up. Or don't come up if touch is in motion?
