Enable Emby Theater in server but disable on clients by default

I am wondering if it is possible to have theater enabled on the server so if clients would like to enable it they can. I do not want it to be automatically enabled on all accounts and have to disabled all the users who don't like it.

You know if people don't want to user EMBY Theater they don't have too?   They can use whatever they want, ie Browser.

Oh shoot, sorry I wrote this in a hurry yesterday. I mean't Cinema mode. So it's enabled server side but it's disabled on users by default so only the users that want to use it can turn it on and not the other way around.
