Unable to install 3.1.5 on server 2016

Trying to install 3.1.5 on my Windows Server 2016 box and it says it needs to install .Net 4.6.2  which is already installed by default and then fails.  How can I update to 3.1.5 without it asking to install .net 4.6.2?

I had to do the portable install on my machine running Server 2016 as well.  It seems like the installer needs some work to recognize if .net and other needed components are already installed and move on to the next step rather than erroring out and quiting the install.
