Live TV not transcoding on device

I have two phones.  One is a Moto X Pure and the other a HTC One M8.  Both have max birate set to 3 mbps. When I tune to a channel on the Moto X the server transcodes the file and it plays fine.  On the HTC it tries to direct play and that doesn't work at all over LTE.  The web version on the phone does the same thing and tries to direct play.

 

I have attached the server log.  The HTC is the last thing that tried to play and does not transcode.  Anyone ever seen this?

Hi @@kelly.mumm, from reviewing your logs, yes I can see a scenario in which it's possible the bitrate setting is not being respected. I am looking into this, thanks !
