Creating a scheduled task with no task trigger

Is it programmatically possible to create a scheduled task with no task trigger? I made a feature that allows one to reset my channel's database through the schedule task, and I made it run once a year, but in a year's time, it will empty the users' database. Is there a way I can make the task run only 'on demand'?
