I was able to download the app from the directions you provided. I put in the IP address and was able to find the server. But when I do the Manual login it does not work. I use this login on for IOS and through the computer. Any suggestions?

Which model TV do you have and which version of the app did you install?

I downloaded the app from IP 173.230.139.54. Not sure what version that is. My tv is UN65H6350AF.

Are you using the local (In-Home) IP address and port found on the dashboard?  The Orsay Samsung app doesn't work with the Remote IP/port

I'm a nubie. Not really sure what that means. I was given an IP and port for the server I want to use. Does that mean it will not work?

So you're trying to connect to someone else's server outside your house?

The last I heard connect or connecting remotely weren't implemented in the Orsay app before development was stopped.  If you're using the IP/port given you then most likely that is still the case.
