With normal CPU transcoding, my mate in Korea can now stream live TV at 3mbps without issue. Not sure if he tried higher bit rates as only using a 32" tv. Previously wasn't possible even on the lowest setting. Only way to cope with the high latency was with NVENC transcoding which seem to serve larger video segments of ~10secs.
