Chapter Image Extraction Does not obey time limit

Hello,

 

 

I just set up emby on a docker container and restored from a backup. I noticed that the initial chapter extraction took over 21 hours even though the trigger time limit is set to 4 hours. I am not sure if this limit applies to the first run. Please let me know if you need my logs. Fair warning they are full of the 'root element is missing error.
