DVR Recordings - Stutters every few seconds

I've been trying to figure out why my DVR recordings always stutter every few seconds. Here is my setup:

 

Server Setup:

 

Windows Server 2012 r2

Processor: I5 4440

Ram 4 gig

Hard disk - External USB drive 500 gig / also tried a networked Qnap Nas drive

Network - gigabit via cat 6

 

Tuner Setup:

 

HDHome Run extend

 

Client setup:

 

FireTV 4k - Living room -  Hardwired thru Cat 5e

FireTV Original - Bedroom - Hardwired thru Cat 5e

 

I have no issues streaming any movies, music. It's only the DVR recordings. I checked the levels on the HDHomerun Tuner and they are at 97% signal quality, strength, etc on the channels. 

 

Any ideas?
