Server Install, Wizard Won't Load

I've been running MB and Emby for some time and this happens to be the first major issue I've had. Decided to go for a fresh install on a new build and everything has gone smoothly up until the point that the start up wizard should load in a browser but it refuses to load in Chrome, FF and Edge.

 

Ideas on a post card please?

More than likely a security software issue.
