Volume Controls Don't Seem to Work - casting music to Roku

Are the volume controls (mute, vol up, vol down) supposed to work?  I'm casting music from my server to my Roku and the volume controls don't seem to do anything at all.

The volume controls only affect the private listening (headphone jack). The audio is passed through the roku and sent directly over hdmi. This means the roku isnt manipulating the audio stream at all.
