Emby won't transcode past 480p???

I can no longer view any of my dvd movies past 480p on my Android and Ipad. (the option for 720 or better is no longer listed) the quality is very low and blurry on both devices. When I play blu-ray movies it will play higher quality like 720 & 1080. this just started happening and I'm not sure why???

 

Oh! and I checked all my basic transcoding settings and I have tested them in AUTO and 720 & 1080 and I still cant go above 480!  HELP! HELP! HELP!
