For instance, the devices that you'll be playing from are going to have a major impact on the amount of horsepower that your server will need. if you use something like the mobile Emby android app, it has very robust format support so the load on your server will be much lower than playing from the browser which will require transcoding. Also, the HDHomerun models that have the built-in h264 transcoding features are another great way to reduce the server load because we can offload some of the work to that.

My server is Intel Core 2 Quad Q8300 Yorkfield 2.5GHz 4MB L2 Cache • 4GB RAM and my internet is 25/25 Just trying to get an idea, didn't know if anyone has done it or how many streams they done at once. HDHOMERUN delivers over the air or cable feeds to your router which then makes it available to other devices on your own network. Sent from my iPhone using Tapatalk

If you have 3 tuners then you cannot have more than 3 streams running simultaneously. Personally I have 2 OTA devices - each with 2 tuners (total 4) - and I can run DLNA streams to 4 Kodi boxes simultaneously with no problem. However all my devices run through a gigabit switch over cat6 distributed through the house. Cat5 runs should be fine though.
