Application Download Did Not Succeed..

Anyway to tell if firewall or something is causing this? Brand new Dell, Windows 10 Home OS.

Edit 2: That didn't work either. Any other ideas? I am trying to install this remotely on my Dad's computer, it seems to start to install fine on my machine.

Edit 3: I have no trouble browsing to the link in the error... and can download the file (mediabrowser.server.installer.application).

Thanks @@ebr, I went against my own first rule of troubleshooting and didn't reboot first (because I'm accessing this remotely)... I did a reboot and it seems to be working fine now.
