Direct Streaming Not available for all content

Direct streaming seems to be working for some media and not others. Why is that? When I play a video and check the video quality settings, sometimes "Direct" is not there and because my server machine is weak for transcoding, it's not possible to play it. How do I just force direct stream? This is for playing back on the web client.
