Playback/Streaming/Internet streaming bitrate limit

Hi, How exactly does this setting work..  I thought there used to be a maximum stream rate somewhere, i cant seem to find it..  that setting would limit internal or external users so that they could not select any display stream higher than say 10Mbps.    I did find the below setting, but the title of the setting makes me think it means a hard limit based on my internet connection.....  So my thinking is if i put 10Mbps in here and i have one user watching a movie at 10Mbps and a second user tries to stream a movie at 10Mbps emby will knock them both down to 5Mbps...  Is that true or is this setting a per user/device limit that i'm looking for?
