Why isn't back up users DEFAULT??

Seriously, with the amount of posts I am seeing on here with users who have had their systems crap out and have to restore from backup, why the hell isn't the user accounts added to the default?  I myself just had to reinstall and I thought my backup would have all I needed, but no, I lost all 20 of my users that I had.  I guess it's my fault for not checking to ensure that everything was set as it should be, but you figure hey user accounts are pretty damn important, maybe it should be a default to backup?

 

So now..do I have to send invites and setup accounts for every single #%$#$@# user I had again?
