Unable to access Emby Intermittently

OK this is hit or miss...

 

I restart Emby server and I wait a while just to be sure

 

When I click on Browse Library or Configure Emby or any other selection and  try to access Emby I get:this error:

This webpage is not available

 

ERR_CONNECTION_REFUSED

 

GOOGLE CHROME'S CONNECTION ATTEMPT TO LOCALHOST WAS REJECTED. 

THE WEBSITE MAY BE DOWN, OR YOUR NETWORK MAY NOT BE PROPERLY CONFIGURED.

------------------------------------------------------------------------

 

My recovery is to reboot my pc and start over which is not acceptable workaround

 

Can someone advise here on what I can do or give me some suggestions?

Sounds like either a firewall blocking or the server not actually running at the time.
