Unable to sort playlist

Now that playlist re-ordering is in the beta, I thought I would try it out (thanks for putting it in) but I am having issues. In Chrome and Firefox when I try to drag I get the little O with a strike through it. I tried to use the debugger but I don't know what I am looking for. The interesting thing is the Edge browser looks like it can drag and drop the items, but items don't properly. 

 

My server version is Version 3.0.5768.2

 

Anything else I can provide?

 

This is on my desktop using my mouse, no touch screens involved.
