Settings are not saved, plugins section empty

I just made a fresh installation, after having cleaned out every single bit of the old one, and I am having a couple of strange problems.

First, any setting changes done in the dashboard are not saved. The "settings saved" message pops up but then if I exit that page and then return to it, the old settings are still there.

Second, installed plugins do not show up in the plugins section. Installing plugins works fine and I have checked that the DLL files are present in the plugins directory. But the web user interface insists I have no plugins installed. It appears, though, as if the plugins are loaded, see attached log file with cover art as an example.

The log isn't in debug mode and it doesn't look like you did much of anything during that session.

 

But, be sure you really cleaned out everything you think you did.  When doing this and fresh-installing, the server will go into a different directory than it did before (Emby-Server instead of MediaBrowser-Server).  Be sure there aren't any remnants from the old install in any user account.  Also be sure the service was cleaned up properly.
