Scan Library task - completion time

I was trying to determine why the "scan Library task" was taking so long. I have two basic media folders, one with movies and one with photos. When I have JUST the movie folder (over 1000 movies), the "scan" task takes seconds. When I add the photos library (over 10,000 pictures), the task runs over 45 minutes and pushes an I5 processor to 50%. Thinking it was just a "first" run issue, I ran the "scan" repeatedly and the same result continued. When I removed the photo library, it was back to mere seconds.

 

What is the "scan" doing with photos that takes so long whether it's the first time or the Nth time, and why is it even scanning it ?
