What antivirus are you running? Norton seems to quarantine the executable.

Do you get a 404 error in your browser or some other error?

In general, I recommend:

1. Make sure Emby is actually running. I'd start by looking in the system tray, task manager or process tree as appropriate.

2. Check the logs. You need to check if the web server started up properly and on the port you expected:

2015-07-11 13:37:49.8789 Info - ServerManager: Loading Http Server
2015-07-11 13:37:49.8789 Info - HttpServer: Adding HttpListener prefix http://+:8096/

3. You say you can't access your local server, but I am not sure you have tried from the server itself. So, just in case you haven't - use a browser on the machine running Emby and load up localhost:[whatever that first port number is]. If it fails check the logs for errors. If there are no obvious errors, you may want to try a different browser.

Lastly, if none of that works, you are probably going to need to post your logs. More info is here:

Did the IP address if your server change? Make sure you have either a static IP address or have a DHCP reservation set up for the MAC address of your server's network adapter.

And yes, make sure your server process is actually running (mouse over it in the system tray if using the app) or if you are running as a service, restart it.

Make sure your windows or 3rd party firewall software is not blocking port 8096 or whatever port you have chosen to use.

If all that continues to fail, post your logs here so the guys can have a look see.
