Can't remotely connect to server and can't for the life of me figure out why

Hey, so I'm a new user and got Emby primarily to have access to my media from outside my home network. Only problem, I can't seem to be able to connect outside of the network. Please Help;)

I'm going to try and be as thorough as possible and give all the info I can think of that's relevant. Ok, here goes. 

I'm running Windows 7 and downloaded Emby server Version 3.0.5641.4. Went through the setup, and scanned in files to the library. I signed up for Emby Connect, and invited myself to the server. Trying to access from my phone, all good over the home network, everything works great. Unfortunately, turning off WiFi to try to connect remotely get's an error. I can see my server, but connecting gets "Connection failure. We're unable to connect to the selected server right now. Please ensure it is running and try again". Manually typing in the server address gets the same result. I don't think it's a firewall issue as I still get the same errors when the firewall is shut off. The port is forwarded through my router (for some reason 8096 wouldn't forward at all, so I changed it to 8090, and forwarded it successfully). Clicking the remote access link on the dashboard results in "The webpage is not available. err_connection_refused".

So, to sum up, the port is forwarded and open. Shutting off the firewall completely still has the same results, so I'm ruling out a firewall issue. I'm at a loss. Any help would be greatly appreciated!

 

Edit: Also have a static ip

 

Edit 2: Putting in the external address (remote access from dashboard) into my android phone brings me to my router's admin page. Is this normal?
