Movie genre display wrong

So I am in genre view on the web client (FF) on the local server.  I have a display option of 200 per page.  What you see below is the end of the first page I was presented with.  So I am actually being presented with all 489 Action movies and not the first 200.

 

 

If I select the next page in the above I get the below.  It stops at "S" which I suppose is correct but the page starts with "D"!

 

 

If I change the page setting to 500 I get the right # to Z displayed.  If I change the page limit to 200 again I get the right # to "H" in my case.

 

 

So the problem seems to be on first entry into the Genre view.  I get the same results in Chrome.

By the way this is also true in the iOS app being tested. Is this by design?
