Can't connect Android in local network to the server

Even after I disabled Avast Antivirus and the Windows Firewall, it says in the logfiles something like:

java.net.ConnectException: Connection timed out after 15000ms, Error: Connection refused. Isn't timeout and refused completely different? o.O 

Anyone else experiencing that?

it sounds like it can't get through. generally disabling windows firewall can cause problems. you're better off enabling it and making sure the rule is configured properly.
