emby transcoding everything

All of a sudden my emby server is transcoding everything and direct stream is no longer an option for browser playback. On my phone its direct streaming fine using a external player but with my pc browser it will not direct stream at all. all my video files are mp4 with aac for sound and was working fine until yesterday. 

 

3.0.5597. is the emby im using and i havent made any changes to my server. anyone having this issue suddenly? i have tried reinstalling emby and get the same issue. in my playback settings in emby i have remote client bitrate limit set to 30 mbps, in my account preferences i have it set to 30 mbps aswell.
