missing CORE_RL_wand_.dll error after upgrading

I just upgraded my Windows server with Version: 3.0.5569.0
 

The executable and the Media Browser service no longer start. I get the following error: 
Unable to load DLL 'CORE_RL_Wand_.dll': The specified module could not be found. (Exception from HRESULT: 0x8007007E)
 
It looks like I can fix it similar to this post: https://github.com/WPN-XM/WPN-XM/issues/222  but leaving this here in case there's something that needs to be done with the installer.

Well the file was already in the application folder.  So I'm not sure how to proceed. Any ideas?

the file isnt' missing but rather something it depends on. try installing the visual studio 2010 c++ x86 runtime. our installer already does that, but just in case.

Interesting, I had it installed.  I downloaded and repaired the current install, and it worked fine after that.
