After restart Server MB can't connect for about 2 minutes

I have this for a while now but it is frustrating now. After a necessary or manual restart of the server MBC can't connect for about two minutes. Same goes for the plugins on the webclient.

It says for about the same two minutes that is the server is still loading. All other things on the webclient are reachable.

Is this normal behaviour?

Actually 20-30 seconds is most typical. But it can take longer on slower machines or massive libraries.

Mine takes well over 5 minutes. It doesn't seem to use many resources while waiting, just takes ages.
