Issues with notifications on things the user has no rights to

I've been setting up notifications, and I noticed a couple of issues when a user goes to setup a notification

• It seems all users get the same access to notifications.  If they are not admins, I dont want them getting server, or playback, or plugins etc.  Ie non "user level" notifications
  • I realize every admin will 100% want to set this up on their own in their own way. But it should be smart.  If they user doesnt have access to Live TV, they shouldnt ever be allowed to get a Live TV notification.
• Library notifications on libraries they dont have access too.
  • I have some libraries that are private for family only, no one but people who have access to the library should get an email that media was added to it.
