Hardware Transcoding Failing - TOS7

 Hardware transcoding is not working on TOS7, but falls back to software transcoding. Currently running Emby 4.10.0.24 on TOS 7.0.0804 and a Terramaster F4-423.

@LukeYes!  This has not changed at all.  New logs attached.
