macOS 2.2.55 (49): mouse-wheel scrolling often gets stuck

When viewing a movie or a tv show, if one tries to scroll vertically while hovering over a section that can be scrolled horizontally (e.g. the actor list in a movie), vertical scrolling won't work. Vertical scrolling only works when the pointer is in a blank space. This doesn't seem to be an issue when looking at the "home" tab, but only when a title is chosen. I can reproduce this with both an external mouse and my laptops trackpad.
