Trouble with Closed Captions

I know its an older post, but I'm seeing the same issue.

 

mpegts stream .ts recorded by hdhomerun OTA with EIA-608 captions

ubuntu running emby server 4.9.5.0 with Samsung smart tv running emby web 2.2.8

CC's show up in mediainfo and when selected in emby web -no onscreen CC display

appreciate if someone can point me the right way.
